If they have not renewed their campaign then the delegates of the suspended member are then divided out as the state Republican party chooses. Romney did not quit the race but suspended his campaign.  What does this mean?  His delegates cannot go to anybody else at the convention.  Romney delegates are still Romney's because he hasn't officially quit.
